Hexagram Fifty-Nine

Dispersion
Wind over water: the dissolving of what has hardened, frozen or divided.
Wind crosses the water and breaks its rigidity into movement — the thaw hexagram. Dispersion concerns dissolution in its healing sense: factions, hoards, frozen feelings and private accumulations broken up and set circulating again. Its counsel is generous dissolving — release the grievance, spread the concentrated holding, open the closed group with something shared and larger than any member. What is dispersed in this spirit does not scatter; it irrigates.

Unfreeze concentrated positions and stalled negotiations by circulating something first — information, credit or goodwill.
