The Army
Water hidden within earth: disciplined force held in reserve.
Ground above, water beneath: the people as a well-ordered reserve. The Army concerns organised effort under worthy leadership — strength that succeeds because it is disciplined, provisioned and justly led. The counsel is to fight only for causes that bear inspection, appoint the experienced to command, and keep supply lines honest. Loose enthusiasm scatters; ordered effort accumulates. Whoever leads must carry the people’s trust the whole way.

Collective undertakings need clear command and clean accounting: organise the effort before funding it.
